1) Tech placement: Among Class of 2024 graduates accepting jobs: 24% of Haas grads accepted tech industry jobs compared to 20% of Kellogg grads.   

2) Location placement:  Among Class of 2024 graduates accepting jobs, 78% of Haas grads accepted jobs on the West Coast and only 1.2% accepted jobs in the Southwest (Texas).  In comparison, 26% of Kellogg grads accepted jobs on the West Coast and 6% accepted jobs in the Southwest.  Also keep in mind that Kellogg places 36% in the Midwest (Chicago).  

3) Scholarship differential:  Haas is offering you $60k more scholarship than Kellogg is.  Note:  I do suggest that you estimate your total costs (tuition/room/board) since cost of living may be higher in Berkeley than in Evanston.  

In summary, both Haas and Kellogg would provide you with good access to Big Tech job placement on the West Coast and both schools send relatively few graduates to roles in the Southwest.  

My view is that if you are willing to start off your post MBA tech career on the West Coast, then either Haas or Kellogg would allow you to achieve this. You could then seek to transition your tech career from the West Coast back to Texas. 

Thus, your decision likely comes down to your personal fit (Haas vs Kellogg), geographic preference (Berkeley or Evanston) and the value of the scholarship difference ($60k). To help you decide, I encourage you to visit both campuses and chat with current students.  Best of luck.
